Preparations for new students starting school

Enrollment in a school outside the designated school attendance area

If you are intending the enrollment of your child who is starting elementary or junior high school in April next year in a school outside the designated school district, you need to request your intention to the division. You will be informed of your child's designated school in the notice letter of enrollment that will be sent to you in mid-September. Approval for the out-of-school district enrollment will only be permitted for special reasons such as definite plan to move to a new residence in the requesting school district.

Schools not accepting the enrollment from outside the desingnated school attendance area

▶Elementary schools: Kashiwa Ichi, Kashiwa San, Kashiwa Nana, Hikarigaoka, Tanaka, Tanaka-Kita, Yutaka, Asahi-Higashi, Takayanagi,and Kashiwanoha

▶Junior High Schools: Kashiwa Ni, Tanaka, and Kashiwanoha

※The following individuals may apply between Tuesday, September 16 and Wednesday October 15. Those who have older siblings attending school as of April 1, 2026, or those who are attending elementary school outside their school district and wish to continue attending junior high school in that school district after finishing elementary school.

Schools accepting limited number of enrollment  from outside the school attendance area

▶︎Elementary Schools: Kashiwa Yon, Kashiwa Go, Kashiwa Roku, Tomise, Asahi, Matsuba Ichi, Matsuba Ni, Toyofuta, and Kazahaya-Hokubu

▶Junior High Schools:  Kashiwa, Kashiwa San, Kashiwa Go, and Takayanagi

Application period 

From Tuesday, September 16 to Wednesday, October 15

※If the number of applicants exceeds the availability, enrollment will be selected by draw. Whether or not a lottery will be held will be announced on Friday, October 31 on the Kashiwa City website.

When you are applying due to the relocation, please  bring a document that shows your new address. (Copies of documents such as the construction certificate, purchase or rental contract will be acceptable.)

How to apply

▶If your child’s older sibling is attending the same school of your intention as of April 1, 2026.

▶If your child is graduating from the elementary school outside of the designated school district and wishes to enroll in a junior high school in the same district after graduation

▶In a case that your elementary school has two or more designated junior high schools in the school district, and you would like your child to enroll a junior high school other than the assigned  junior high school

Bring the application in person to the Schools and Education Division (Shonan Building, 2nd floor)

or apply online on the website of Kashiwa City.

Other than above

The guardians or relatives of the child must bring the application in person to the Schools and Education Division (Shonan Building, 2nd floor).

 

Notification of results

Once the application for enrollment in a school outside the designated school district is accepted, the Schools and Education Division will send a notice of enrollment for the school.

Medical checkups for starting of school

Children starting the first year at elementary school in April, 2026 will have  medical checkups. Please confirm the details in the information sheet enclosed with the letter of notice for school enrollment, which will be sent out in mid-September, and have your child take the health checkups.

Assigned date between the late October and the end of November

The elementary school where your child is scheduled to be enrolled.

Taking application for certified childcare centers and kindergartens for the next school year

The certified childcare centers (type 1 certification, educational use) and private kindergartens in Kashiwa city will be distributing the application forms for enrollment starting on Monday, September 1. 

Application opening date

Monday, September 1, or later

Enrollment selection day

Friday, October 31

Notification on pentioner support payment will be sent out

 For pensioners with low income, support payment is offered. Japan Pension Service will send out an application form around September to pentioners who are newly eligible to receive the subsidy.  Those who have already been receiving the subsidy payments do not need to follow the procedure.

Those who meet all of the following conditions ▶ 65 years of age or older ▶ All members of the household are exempt from municipal tax ▶ Total amount of pension income and other income in the previous year is 906,700 yen or less

* 909,000 yen or less for those born on or after April 2, 1956

Those receiving basic disability pension or basic survivor's pension

The income in the previous year was 4,794,000 yen or less.

 Accepting applications from October - Subsidies for entrance examination fees of university, etc.

We provide subsidies for entrance examination fees for universities and vocational schools. The subsidy is available to those who are equivalent to third-year high school students or 19 years old as of the date of application.

Eligible households

The household in which the entrance examination fees for universities and vocational schools are covered by the eligible person or their guardian after April 1, 2025 and falls in any of the criteria.

▶Receiving child-rearing allowance for single parents

▶All members of the household are exempt from resident tax for FY 2025.

▶The total income amount of the guardian for FY 2024 is 2.76 million yen or less.

Maximum amount of subsidy

53,000 yen per person

From Wednesday, October 1 to Tuesday, October 1,2026

Census survey staff will visit your home

The national census, conducted once every 5 years, is about to begin. The results of the census will be used in a wide range of areas, including the formulation of national laws and plans, regional revitalization, and community development. Surveyors carrying surveyor ID cards will visit each household to distribute survey documents. We recommend the convenient and easy online response method.

▶Mail response: Wednesday, October 1 to Wednesday, October 8. *Postmarked by October 8.

If no response is received by Wednesday, October 8, a visit may be made to confirm the response status.

Please beware of “fraudulent surveys” to steal your personal information by claiming to be a surveyor The survey staff will never ask you for money or request your bank account or credit card numbers. Also, no phone or email surveys will be conducted.
